Not quite. It’s the generator for the portal to the Ark, but still mostly buried under New Mombassa. You see this as the Legendary ending in ODST, when Truth goes to see it for himself as the Engineers excavate it.
it reminds me off the episode of futurama… when fry had worms, and they go through his colon with the camera and discover the city of worms… only instead they went into a grunt

I remember when I was trying to get to that spot, I decided not to take it because I didn’t think it was good enough.
I still think it isn’t great.
