I’m not much of an effect expert, but my first guess would be just right after an explosion at the wall of some sorts.
It’s the burn mark from a Spartan Laser hitting a wall with the active camo dude standing in front of it.
it’d be funny if it was some little-known easter egg, like the recon armor has visible brains when camo’d…
the only thing I think it can be is the melty area from a recent plasma shot…
