Its the space elevator that anchored Cairo Station to New Mombassa. If you play the levels Outskirts and Metropolis on H2, you’ll see the space Elevator was a bunch of ring segments attached to each other.
Huh. Well I never read the books (and can’t hear half the dialogue thanks to Bungie’s crappy lack of audio controls) so I always assumed that Cairo Station was the endpoint of that elevator.

Actually it wasn’t attached to Cairo Station. It was a means of transporting heavy cargo to a port station in high orbit, like the Tiara on Harvest.
To build three hundred space elevators would be an incredibly amazing feat.
